MINUTES OF THE MEETING OF THE STOKE PARISH COUNCIL HELD ON WEDNESDAY 6 FEBRUARY 2008 AT 7.00 P.M. AT THE VILLAGE HALL MALLARD WAY LOWER STOKE. The Chairman welcomed the members, and 2 members of the public. An update was given by members of STAMP regarding the Mobile phone mast. English Heritage is still considering the siting. An information pack has been issued to STAMP from T Mobile which shows average emission levels from masts, these may be made available for the Parish Council to view at its next meeting. Meeting started at 7.05 pm. PRESENT: Councillors: Cllr B Stone Chairman, Cllr J Peters, Vice Chairman, Cllr Mrs P Wade, Cllr G Blackman, Cllr B Catton, Cllr J Luck, Mr R Morrad Clerk. 1. APOLOGIES FOR ABSENCE. Min 211.08., Cllr G Barron, Personal commitment. Members resolved to accept the apology. 2. DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA EITHER PERSONAL OR PREJUDICIAL. Min 212.08. None received. 3. MINUTES. Min 213.08: The Minutes of the Meeting 194.08 to 210.08 held on 9th January 2008, copies of which had been previously circulated to Members, were confirmed as a true record and signed by the Chairman. 4. PLANNING APPLICATIONS REGISTERED FOR DECISION, AND DECISION REPORTS FROM MEDWAY COUNCIL RECEIVED. Min 214.08: Planning Appendix A copies of which had been previously circulated were noted. The following was resolved: MC2007/2278 Proposed Redevelopment of River Maye Cottage. Members raised no objection to the development but felt that the building should be in traditional Kent Building colour as it is now black and that blue/grey was out of keeping. Clerk to inform Medway Council. Action Clerk. MC2007/2128 Flat 4 Herbert Court. The conversion has been given planning approval. MC2007/1866 Construction of a 3 bedroom dwelling at land opposite Rookery Nook, Upper Stoke, has been given planning approval. MC 2007/2323 Change of use from former Doctors Surgery to office premises at 3 Sandra Court, Lower Stoke. Members raised no objections to the proposal. Clerk to inform Medway Council. Action Clerk. 5. CORRESPONDENCE. Min 215.08: Appendix B. copies of which had been previously circulated listed all reports and circulars received. The clerk read out items from the list highlighting various issues. A public Exhibition from 2pm to 8pm at the Memorial Hall, High Halstow, regarding the Isle of Grain to Shorn gas pipeline was discussed; members raised concerns regarding how the pipes were to be transported? This would be questioned at the public meeting it was agreed. It was resolved that the clerk informs Medway Council regarding a hedge which is overhanging the road in Allhallows Road. Lower Stoke. Action Clerk. 6. MONTHLY ACCOUNTS. Min 216.08: Council Resolved that the Accounts a copy of which had been previously circulated to Members set out at Appendix C be approved for payment. Action Clerk. 7. T MOBILE PHONE MAST Min 217.08: The members were pleased to hear from the action group against the mast. Further information was promised for the next Parish Council meeting with a possible presentation by them following information they have just received. 8. REPRESENTATIVES REPORTS ON OUTSIDE BODIES Min 218.08: Cllr B Stone reported on the last Rural Liaison meeting which he had attended. Amongst the items were EON funding. Rights of Way; A working group has been set up regarding issues on the peninsular; An update regarding the Chattenden housing project. Cllr G Blackman reported that the date of the next KAPC meeting had been changed. 9. PLAY PARKS WORKS & CONTRACTS Min 219.08: Mini Moto tracks have been seen in Mallard/Heron Way Park. The PCSO will be asked to keep an eye out for this illegal action. Action Clerk. A fire had been lit in a rubbish bin; fortunately some one had put it out before the bin had been damaged. Power washing of surfaces and swing seats in Button Drive Park has now been carried out. RoSPAR have agreed to the annual inspection of all the play parks in March. 10. WEB SITE/IT. Min 220.08: The clerk reported that the web site hits for January were 390 page views with 188 visits. The clerk reported that he is at present working with Medway's Web team to give the site a face lift. Action Clerk. 11. HIGHWAYS & TRANSPORTATION Min 221.08: Cllr Mrs Wade informed the council that she had contacted Cllr Filmer regarding the recent flooding in Allhallows Road, Lower Stoke, and that council officers and Cllr Filmer had got the problem sorted out very quickly. 12. NEWSLETTER. Min 222.08: No special item, but point out issues from the meeting as usual. 13. CONSIDER A REQUEST FOR A DONATION TO THE AIR AMBULANCE. Min 223.08: A sum of £100.00 from S137 account was proposed by Cllr J Luck. Seconded by Cllr Mrs P Wade. This was Resolved. Action Clerk. 14. CONSIDER MEETING DATES FOR THE NEXT FINANCIAL YEAR 2008/09. (List attached). Min 224.08: The list of proposed meeting dates as previously circulated was agreed. Resolved to accept. 15. CLERKS REPORT. Min 225.08: The clerk reported that the new Parish Council notice board at Middle Stoke should be erected within the next few weeks. Also the refurbishment and locking system for Lower Stokes notice board should also soon be completed. 16. ITEMS DELEGATED TO THE CLERK FOR ACTION (STANDING ORDER No 30) Min 226.08: None. 17 A O B.
