MINUTES OF THE MEETING OF THE STOKE PARISH COUNCIL HELD ON WEDNESDAY 2 FEBRUARY, 2011 AT 7.00 P.M. AT THE VILLAGE HALL MALLARD WAY LOWER STOKE. PUBLIC SESSION NOT PART OF THE PARISH COUNCIL MEETING. No members of the public were present. PUBLIC DISCUSSION ON ANY AGENDA ITEMS (NEW STANDING ORDERS) No members of the public were present. PRESENT: Councillors: Cllr B Stone Chairman, Cllr Mrs M Elmes Vice Chairman Cllr Mrs J Cherry, Cllr G Barron, Cllr G Blackman, Mr R Morrad Clerk. 1. APOLOGIES FOR ABSENCE. Min 795:11. Cllr Mrs P Wade, On Holiday. Cllr J Luck, Personal commitment. Both members it was resolved to accept the apologies. 2. DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA EITHER PERSONAL OR PREJUDICIAL. Min 796:11. None received. The clerk informed members that following a request from Medway Council a copy of the members declarations of interest forms have been sent to them. 3. MINUTES. Min 797:11. The Minutes of the Meeting 780:11 to 794:11 held on 5 January 2011, copies of which had been previously circulated to members, were proposed by Cllr G Blackman, seconded by Cllr Mrs M Elmes, resolved to accept as a true record and signed by the Chairman. 4. PLANNING APPLICATIONS REGISTERED FOR DECISION, AND DECISION REPORTS FROM MEDWAY COUNCIL RECEIVED. Min 798:11. MC/10/4540 4 Herbert Court. To extend the planning permission MC2007/2128 Installation of new entrance door to front. This has been approved with conditions. 5. CORRESPONDENCE. Min 799:11. Appendix B. copies of which had been previously circulated, listed all reports and circulars received. The clerk read out items from the list highlighting various issues and answered members’ questions. The following actions were resolved: An email is to be sent to Sarah Dagwell (Head of Waste Services) Medway Council stating a number of specific issues that will be raised by members at the March meeting which she has agreed to attend along with Cllr Filmer. Action Clerk. 6. MONTHLY ACCOUNTS & BANK RECONCILLIATION. Min 800:11. The monthly accounts were proposed by Cllr G Blackman seconded by Cllr Mrs M Elmes, and resolved that the said Accounts, a copy of which had been previously circulated to Members, as set out at Appendix C be approved for payment: Action: Clerk. 7. REPRESENTATIVES REPORTS ON OUTSIDE BODIES Min 801:11. KALC Local Committee report was made. A presentation about Parish Council web sites was given. Only two Parish Councils sent representatives. A Rural Liaison report was given and items reported were; A Presentation by Dave Harris Development Manager on Planning matters including Grain; A presentation by the Head Teacher of the Hundred of Hoo Comprehensive School; A report by Sergeant Sharp on Police Activities in the Rural Area; Cllr Stone gave a report on Stoke Parish Councils concerns and activities as Stoke Parish Council had hosted the meeting. 8. PLAY PARKS WORKS & CONTRACTS. Min 802:11. The clerk reported that a small amount of damage had been found on the skate frame cladding and would be monitored; it is not a part that is used to skate on. The full independent safety inspection is due to take place on the first week of April. 9. WEB SITE/IT. Min 803:11. The clerk reported that the Parish web site received 204 hits in January. The clerk was requested to look into the possibility of a link notification on Facebook to the Parish Councils web site. It was agreed to publicise the Village Hall costs on the web site. - Action Clerk. 10. HIGHWAYS & TRANSPORTATION Min 804:11. Concerns were raised about fly tipping in Cuckolds Green Road, Newhall Farm Road, Lower Stoke and in a lay-by at Upper Stoke. The three 30 MPH road signs are all lying in the ditch at Lower Stoke between the Village and Allhallows Road. All to be reported to Medway Council. Action: Clerk. 11. STOKE CAR PARK LEASE. MIN 805:11. The clerk was requested to ensure that there is no liability on the Parish Council for injury to persons or damage to the cloths recycling bin that is uninsured and has been requested to be removed due to this fact. Action: Clerk. 12. COUNCIL MEETING DATES FINANCIAL YEAR 2011/12. Min 806:11. A revised programme of proposed meeting dates for the financial year 2011/12 due to the Election year. This had previously been circulated to members was resolved to accept. Effective from the 6th April this will be placed on all the notice boards and the web site. Action Clerk. 13. NEWSLETTER. Min 807:11. The following items were agreed to be placed in the February newsletter. The front page should read: Stoke Newsletter plus Stoke School News. Other items for inclusion are: Dog Training in the Village Hall; as the area is looking cleaner ask residents to please report any Fly Tipping that they may spot direct to Medway Council who will, if given registration numbers of the vehicles concerned, take action. Show the Village Hall costs each month. 14. A. O. B. Request to agenda each month a standing Village Hall Report. Also agenda Proposed changes to Highway statuses by the Government. The next meeting will be held on Wednesday 2nd March 2011.
