MINUTES OF THE MEETING OF THE STOKE PARISH COUNCIL HELD ON WEDNESDAY 6 JANUARY 2010 AT 7.00 P.M. AT THE VILLAGE HALL MALLARD WAY LOWER STOKE. PUBLIC SESSION NOT PART OF THE PARISH COUNCIL MEETING. It was regretted that no members of the public were present, therefore the Parish Council meeting commenced at 7.00 pm. PRESENT: Councillors: Cllr B Stone Chairman, Cllr G Barron, Cllr G Blackman, Cllr J Luck, Mr R Morrad Clerk. 1. APOLOGIES FOR ABSENCE. Min 606:10. Apologies were received from. Cllr Mrs P Wade, Cllr Mrs M Elmes, Cllr J Peters, This was accepted by members. 2. DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA EITHER PERSONAL OR PREJUDICIAL. Min 607:10. None declared, other than those recorded in the record book. 3. MINUTES. Min 608:10. The Minutes of the Meeting 590:09 to 605:09 held on 2 December 2009, copies of which had been previously circulated to members, were proposed by Cllr J Luck, seconded by Cllr G Blackman and resolved to accept as a true record and signed by the Chairman. 4. PLANNING APPLICATIONS REGISTERED FOR DECISION, AND DECISION REPORTS FROM MEDWAY COUNCIL RECEIVED. Min 609.10: Planning Appendix A; copies of which had been previously circulated was noted. MC/09/2594 Extension to existing store building, The Shant, Grain Road, Lower Stoke was discussed. It was resolved that the Parish Council has no objections to the proposed development and will inform Medway Council: Action Clerk. 5. CORRESPONDENCE. Min 610:10. Appendix B. copies of which had been previously circulated, listed all reports and circulars received. The clerk read out items from the list highlighting various issues and answered members’ questions. The following actions were resolved: Accept an invitation for Ian Wilson of Medway Council to give a short presentation in March on the proposed Bridge at Stoke railway crossing on the A228; Return the completed KALC Development survey; A copy of the Parish By Laws to be published on the web site: Action Clerk. 6. MONTHLY ACCOUNTS & BANK RECONCILLIATION. Min 611:10. The monthly accounts were proposed by Cllr Mr G Blackman, seconded by Cllr Mr G Barron, and resolved that the said Accounts, a copy of which had been previously circulated to Members, as set out at Appendix C be approved for payment: Action Clerk. 7. REPRESENTATIVES REPORTS ON OUTSIDE BODIES Min 612:10. Cllr G Blackman gave a report on the KALC meeting that he attended. It was reported by Grain P.C. that an exercise was held on a possible gas leak. This meant that vehicle movements were restricted during this period. Hoo P.C reported that the new Brickyard development has been causing road flooding and that water is to be piped into a holding reservoir. Details were given out to members regarding Medway Waste Forum. It was reported that waste food may go out with other recycling waste in the future. More information can be obtained on there web site which is www.MedwayWasteForum@btik.com 8. PLAY PARKS WORKS & CONTRACTS. Min 613:10. It was reported that Vodka bottles are still being smashed against the skate ramp. Small pieces of broken glass are freezing to the steel surface making it difficult in this bad weather to remove it. As it cannot be left for safety reasons it has to all be chipped off one piece at a time costing the Parish Council unnecessary additional expense. Residents are to be asked if they see this anti social behaviour to please report it to the Police, phone numbers are published on the monthly newsletter., 9. WEB SITE/IT. Min 614:10. The clerk reported that the Parish web site received 244 page views for November and 223 for December. It was agreed that the Parish Councils By-Laws should be on the web site: Action Clerk. 10. HIGHWAYS & TRANSPORTATION Min 615:10. Cllr G Blackman reported that he had been in contact with one of Medway Councils Highways officer and that a number of fly tipped items which had previously been reported had now been collected. However 2 bags of rubbish are still at the road side between Upper Stoke and Hoo, approximately 100 yards before the Hoo/Upper Stoke boundary. A large hole has opened up at the side of one of the GPO covers on the A228. Both items will be reported: Action Clerk. 11. CLERKS REPORT Min 616:10. The clerk obtained the members signatures on the Precept application form, a precept of £19000.00 had previously been agreed at the December meeting Min 601:09. refers. 12. CAR PARK - NEW LITTER BIN. Min 617:10. The new waste bin in Lower Stoke car park was pulled from its concrete base within 12 hours of it being fitted and before the cement could properly set. It has had to be reinforced and re fitted all incurring additional expense. Members said that they are appalled at the mindless vandalism. 13. RURAL LIAISON FUNDING. Min 618:10. Funding from the Rural Liaison fund has been made available from Medway Council to fund both the new litter bin in the car park, and urgent essential works in the Village Hall. 14. NEWSLETTER Min 619:10. It was agreed that the following information be included: Invitation for Ian Wilson of Medway Council to give a short presentation in March on the proposed Bridge at Stoke railway crossing on the A228; Broken glass in the pay park; Damage to the new litter bin in the car park; EDF power failures. 15. ITEMS DELEGATED TO THE CLERK FOR ACTION (STANDING ORDER No 30) Min 620:10. EDF Power failures follow up and progress lack of reply from the last letter: Action Clerk. 16. A. O. B. AT THE CHAIMANS DISCRETION NO MOTIONS MAY BE PROPOSED NOR DECISIONS TAKEN UNDER THIS ITEM BUT IF MEMBERS WISH THEY MAY BE AGENDERED AT THE NEXT MEETING. Min 621:10. None.
