MINUTES OF THE MEETING OF THE STOKE PARISH COUNCIL HELD ON WEDNESDAY 5 NOVEMBER 2008 AT 7.00 P.M. AT THE VILLAGE HALL MALLARD WAY LOWER STOKE. PUBLIC SESSION NOT PART OF THE PARISH COUNCIL MEETING. No members of the public were present. The meeting commenced at 7.00 pm. PRESENT: Councillors: Cllr J Peters, Vice Chairman, Cllr Mrs P Wade, Cllr G Blackman, Cllr G Barron, Cllr Mrs M Elmes, Cllr J Luck, Mr R Morrad Clerk. In the absence of the chairman the vice chairman took the chair. 1. APOLOGIES FOR ABSENCE. Min 370.08. Cllr B Stone Chairman, Work commitment. This was resolved to accept. 2. DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA EITHER PERSONAL OR PREJUDICIAL. Min 371.08. None received. 3. MINUTES. Min 372.08: The Minutes of the Meeting 352.08 to 369.08 held on 22nd October 2008, copies of which had been previously circulated to members, were confirmed as a true record and signed by the Chairman. An update from the minutes was given by the clerk to members questions. 4. PLANNING APPLICATIONS REGISTERED FOR DECISION, AND DECISION REPORTS FROM MEDWAY COUNCIL RECEIVED. Min 373.08: Planning Appendix A; copies of which had been previously circulated were noted. No new applications have been received. 5. CORRESPONDENCE. Min 374.08: Appendix B. copies of which had been previously circulated, listed all reports and circulars received. The clerk read out items from the list highlighting various issues and answered members' questions. 6. MONTHLY ACCOUNTS & BANK RECONCILLIATION. Min 375.08: Proposed by Cllr Mrs M Elmes, seconded by Cllr Mrs P Wade and resolved that the Accounts, a copy of which had been previously circulated to Members, as set out at Appendix C be approved for payment. Resolved, that also the electrical works for the village hall is paid as per the invoice received. Action: Clerk. 7. REPRESENTATIVES REPORTS ON OUTSIDE BODIES Min 376.08: A verbal report was given regarding a special open meeting of the Rural Liaison Meeting relating to the proposed new housing development at Chattenden/Lodge Hill. It was reported that a firm was appointed in May to develop the site. Some 5000 houses are being proposed which would be twice as many houses that are on the Peninsula. Many questions were asked about road access as it is estimated that 20,000 vehicle movements a day will be generated. As the local roads are already at full capacity, members asked how it was going to be achieved. Further consultative meetings on this subject will be needed, this was agreed by all. 8. PLAY PARKS WORKS & CONTRACTS. Min 377.08: The clerk reported that the new seat, funded by EON, has now been fitted in Button Drive Play Park and that he was going to arrange an unveiling ceremony which had been agreed at the time of the application. This would involve the local school and Pre School. A small tree has been totally destroyed by vandalism in Button Drive Play Park; the clerk was requested to ask the chairman if he could remove it. Action: Clerk. 9. WEB SITE/IT. Min 378.08: The number of hits on the web site for October was 312. 10. HIGHWAYS & TRANSPORTATION Min 379.08: It was reported that a pot hole in the highway on the A228 25 yards before St Mary's road sign coming from Stoke direction should be reported to Medway Council. Action: Clerk. 11. CAR PARK WORKS WALL DAMAGE UPDATE/TENDER. Min 380.08: The clerk reported that full payment for the wall damage had now been received, and that a contract had been let for the works to be carried out as soon as possible. 12. NEWSLETTER. Min 381.08: Items for inclusion are from the meeting minutes. Action: Clerk. 13. CLERKS REPORT. Min 382.08: The clerk asked what actions members would like to take regarding the proposed new tree in Upper Stoke. It was agreed that the clerk obtained prices and if a local farmer would be prepared to plant. This item will be added to the agenda for the next meeting for a decision. Action: Clerk. 14. ITEMS DELEGATED TO THE CLERK FOR ACTION (STANDING ORDER No 30) Min 383.08. The clerk was requested to inform Medway Council regarding the following issues; erosion of the footpath by tree roots in Shepherd's Way; that trees are now covering the street lights and residents cannot see at night and a tree is overhanging the road by Windmill Cottages.
