MINUTES OF THE MEETING OF THE STOKE PARISH COUNCIL HELD ON WEDNESDAY 3rd NOVEMBER, 2010 AT 7.00 P.M. AT THE VILLAGE HALL MALLARD WAY LOWER STOKE. PUBLIC SESSION NOT PART OF THE PARISH COUNCIL MEETING. 1 member of the public was present. PUBLIC DISCUSSION ON ANY AGENDA ITEMS (NEW STANDING ORDERS) 1 member of the public was present. PRESENT: Councillors: Cllr B Stone Chairman, Cllr Mrs M Elmes Vice Chairman. Cllr Mrs P Wade, Cllr G Barron, Cllr G Blackman, Cllr J Luck, Mr R Morrad Clerk. 1. APOLOGIES FOR ABSENCE. Min 751:10. All members were present. 2. DECLARATIONS OF INTEREST FOR ITEMS ON THE AGENDA EITHER PERSONAL OR PREJUDICIAL. Min 752:10. None received. 3. MINUTES. Min 753:10. The Minutes of the Meeting 737:10 to 750:10 held on 6 October 2010, copies of which had been previously circulated to members, were proposed by Cllr Mrs P Wade, seconded by Cllr J Luck and resolved to accept as a true record and signed by the Chairman. 4. PLANNING APPLICATIONS REGISTERED FOR DECISION, AND DECISION REPORTS FROM MEDWAY COUNCIL RECEIVED. Min 754:10. None received. 5. CORRESPONDENCE. Min 755:10. Appendix B. copies of which had been previously circulated, listed all reports and circulars received. The clerk read out items from the list highlighting various issues and answered members’ questions. The following actions were resolved: Agenda for December’s meeting, that Sarah Dagwell – Head of Waste Services and Mark Lawson Environmental Enforcement Manager will both be attending the Parish Meeting. A report regarding concerns about the reported feeding of foxes in Button Drive Play Park has been received. Members felt that this is not a good idea as fox faeces can be found and dogs are not permitted in the parks for the same reason, this action only encourages them to frequent the park more. Also a child could be bitten if one was disturbed in the bushes around the Park. Medway Council will be asked if they have a policy for dealing with foxes in play parks. Action: Clerk. 6. MONTHLY ACCOUNTS & BANK RECONCILLIATION. Min 756:10. The monthly accounts were proposed by Cllr J Luck, seconded by Cllr Mrs P Wade, and resolved that the said Accounts, a copy of which had been previously circulated to Members, as set out at Appendix C be approved for payment: The clerk explained that under Heath and Safety delegated powers the Chairman had authorised a repair to a section of the wooded walkway in Mallard Way Play Park which had been found to need replacing following the weekly inspection by the clerk. The works were carried out within 12 hours. Action: Clerk. 7. REPRESENTATIVES REPORTS ON OUTSIDE BODIES Min 757:10. Cllr G Blackman gave a report on the last Police Liaison meeting. At the meeting Inspector Cherry is looking into 3 cost cutting schemes, but no decisions will be made until the full extent of the new financial restrictions are known. Our P C Mike Omeara is retiring and taking up a new civilian job with the police. He is being replaced by a new P.C it is understood. A Community Engagement Meeting which Cllr G Blackman will chair is to take place on the 10th November. 8. PLAY PARKS WORKS & CONTRACTS. Min 758:10. The clerk reported that repair to a section of the wooded walkway in Mallard Way Play Park which had been found to need replacing following the weekly inspection by the clerk had been carried out within 12 hours. An empty gas bottle dumped in Button Drive Play Park has been collected by Medway Council. 9. WEB SITE/IT. Min 759:10. The clerk reported that the Parish web site received were not available yet for October but he would let all members have them as soon as he receives them. Action: Clerk. 10. HIGHWAYS & TRANSPORTATION Min 760:10. The clerk was requested to contact Cllr Filmer and set up a meeting with him and members of the Parish Council to discuss concerns about parking out side the school and children’s safety. Action: Clerk. The old car front which had been reported 2 months ago on Nord Corner, part of it is now been moved nearer Marshland View. It was agreed to report it again. Action: Clerk. Cllr G Barron met Adam Taylor the public rights of way officer from Medway Council to discuss the possibility of instating a rural footpath between Stoke and Allhallows. A further report will be made at the next Parish Council Meeting. 11. STOKE CAR PARK LEASE. Min 761:10. The new lease has not been issued by Medway Council for signing yet. 12. VACANCY FOR A COUNCILLOR. Min 762:10. As no members of the public have expressed an interest and an election for all the members will be made in May 2011, no further newsletter articles will appear but the notices will be left on the public notice boards in line with procedures. 13. NEWSLETTER. Min 763:10. Members requested that the following items be included in the next newsletter: A request for Cllr Filmer to meet with members of the Parish Council to discuss concerns about parking out side the school and children’s safety. The feeding of foxes in Button Drive Play Park. The empty gas bottle in Button Drive Play Park Repair to a section of the wooded walkway in Mallard Way Play Park.
